NextERA MARL PA PUC Case A-2026-3060856 In-Progress
The Mid -Atlantic Resiliency Link (MARL) and Gore-Doubs-Goose Creek projects are two segments of the same transmission line transmission line. The energy is being pulled from multiple West Virginia power plants from the 502 Junction in Pennsylvania to the delivery point – the Goose Creek Substation – in Loudoun County’s Data Center Alley. Pennsylvania is only impacted by NextERA’s Mid -Atlantic Resiliency Link (MARL) segment. NextERA plans to take a new 200′ easement for their portion of the 500kV line through Fayette and Greene Counties in Pennsylvania.
In Pennsylvania , the process has two parts, 1) to determine if the applicant’s services are needed and if the entity should be granted public utility status and 2) the siting of the line. Although initially combined into one case, on August 4, 2026, the PA PUC issued an order splitting the case and suspending the Siting case pending the resolution of the Certificate of Public Convience (CPC) Case.

PA PUC: eFiling Information and Registration Form and Instructions, Step By Step Instructions On eFiling at the PA PUC
Filing a Petition To Intervene is the only way to become a party in the case and have legal standing in an appeal. There are two choices if you decide not to file a petition to intervene in the case:
- Provide public input at a public hearing (if one is held) Testimony made upon oath or affirmation at a public input hearing will be considered by the administrative law judge when rendering a decision in the case
- Submit written comments regarding the Application with the Secretary of the Commission which will be placed in the public comment folder of the case and may be reviewed by the Commission. However, written comments are not evidence and will not be considered by the administrative law judge in rendering a decision in the case.
Pennsylvanian, Virginia, West VA and Maryland residents can submit comments to the PA PUC to support our Pennsylvania friends and file comments opposing the MARL. There is no deadline for submitting comments! (Template and instructions available here)
